Description: | Expression of Interest: Consultant for Lead Specialist and Sector Specialist (Energy and Transport) The asian development bank (adb) is implementing a knowledge and support technical assistance to help developing member countries (dmcs) in southeast asia to mobilize public and private finance for commitments under the paris agreement, including nationally determined contributions. the ta will support upstream planning, project origination, and capacity building to accelerate the identification of critical climate change mitigation and adaptation investments in dmcs. in line with strategy 2030, adb supports dmcs in developing integrated approaches to adapt to climate change and improve climate and disaster resilience. the philippines climate change action program (ccap) was approved in may 2022 to support the philippines to implement its national climate policies, including its nationally determined contribution (ndc). implementation of policy actions, including finalization of the ndc implementation plan for the philippines, are supported with technical assistance mobilized by adb and other partners, including (but not limited) to this technical assistance. this assignment is part of assistance towards policy actions included in the ccap, specifically adoption of the ndc implementation plan. this assignment will assist the philippines in the finalization of the ndc implementation plan by october 2023, including validation of the overall framework for the plan, and formulation / validation of ndc sector implementation and investment plans through assessments of the energy and transport sectors and cost estimations of the policies and measures. the options for energy and transport should be analyzed for their effectiveness in achieving ndc objectives, climate change adaptation and mitigation potential, as well as other development goals. to support the implementation of current ndc and inform the development of new and revised ndc, the assessment will use participatory methodology in close coordination with the relevant agencies and other stakeholders. the assessments will also employ an evidence-based approach combined with the analysis of current and projected effects of climate change in the country, identifying key vulnerabilities in the sector and the identification of effective adaptation options. the assessment will also include estimates of potential reduction in greenhouse gas emissions generated by any adaptation strategies, information on costs and barriers to the adoption of different practices, and the required policy and institutional responses to overcome them. The assignment will build on analytical work conducted in 2021 to support finalization of the ndc. it will develop and validate the overall framework for the plan, formulate / validate ndc sector implementation and investment plans through assessments of the energy and transport sectors and development of cost estimations of the policies and |
