Description: | Expression of Interest: Consultant for Advisor - project closure and sustainable exit strategy The asian development bank (adb) has implemented the samoa agribusiness support project since 2014. The project supports the commercial production and export of agricultural and value-added agricultural products by facilitating eligible agribusiness access to finance. The project provides partner agribusinesses with financing and business support services. A project management unit, led by a national facility manager with support from a project accountant, is responsible for the day-to-day operations of the project, including preparation of financing proposals, project administration, data collection for monitoring and evaluation, liaison with banks, recruitment of business advisors, and promotion of the project. Four participating banks received project funds to be used as (i) cash collateral to partly secure loans given to agribusinesses and (ii) repayable supplemental seed capital (ssc) to strengthen borrowing agribusinesses balance sheets. The cash collateral covered 50% of the participating banks first loan to eligible agribusinesses and 30% for the second loan. The ssc strengthens the borrowers balance sheets and improves their eligibility for an agribusiness loan. Ssc is limited to 25% of total subproject costs or $0. 1 million per agribusiness. The project also provides business support services to partner agribusinesses to help build their capacity in a broad range of areas critical to business success, establishment/improvement of supply chain linkages, and adherence to environmental and social safeguards. The government requested an increase to the cash collateral coverage ratio, which has been effected since september 2021. Adbs implementation support for the project will end on 31 january 2024, and the facility needs to be handed over to the government. Scope of Work: The project closure and sustainable exit strategy advisor will explore and advise on adbs project exit strategy, suitable institutional arrangements, and sustainable use of project funds beyond the projects closure by adb. The advisor will review the projects progress to date, highlight its achievements and under achievements, identify gaps in project design and implementation challenges, examine alignment with government priorities, and develop an opinion paper to guide the projects exit strategy. The strategy will include options to continue the project after adb implementation support ends. The advisor will report to the ministry of finance and adb and provide a work plan, prepare an opinion paper, present findings, collate and incorporate feedback and finalize the opinion paper. The advisor will also assess the projects support for women-managed/owned agribusinesses.
