| Description: | Expression of Interest: Consultant services for Institutional development specialist (pekanbaru) The asian development bank (adb) approved metropolitan sanitation management investment project on 31 march 2014 for $120 million and declared effective on 9 july 2014. The project is designed to improve urban wastewater service in jambi, makassar, and pekanbaru by constructing new separate sewerage systems and wastewater treatment plants (wwtps), strengthening local wastewater infrastructure management institutions, and strengthening the relevant regional government departments. The project outputs are infrastructure development for off-site wastewater systems completed and project implementation support institutionalized. To ensure the built sewerage system financed by the project in pekanbaru is operational at optimal and sustainable manner and provide benefit to the community, a well-established sewerage management institution must be in place. The designated domestic sewerage management agency in pekanbaru is a regional technical implementing unit or unit pelaksana teknis daerah (uptd), which needs to be upgraded to a regional public service agency or badan layanan umum daerah (uptd blud) to enable the entity to apply tariff for the operations and maintenance of the sewerage system considering that the article 88 of the law no. 1/2022 concerning the central and regional fiscal balance specifies that domestic wastewater sector is not included under the public service retribution scheme. Adb is seeking an institutional development specialist to provide support to the government of pekanbaru on the upgrade of the institutional type of the sewerage management agency in pekanbaru from uptd to uptd blud following the regulation of the minister of home affairs no. 79/2018 concerning blud. Scope of Work: The consultant will provide technical advisory and support to the government of pekanbaru in finalizing the mandatory administrative documents required by the applicable law and regulation for the institutional upgrade of the sewerage management agency from upt to uptd blud. The consultant will work closely with the relevant government agencies of pekanbaru, the settlement infrastructure agency (balai prasarana permukiman wilayah) for riau region, directorate general of human settlements, and the project implementation support consultant.
