Background on Thailand Renewable Energy Sector
Opportunities abound for Singapore companies interested in Thailand’s RE and EE market. Under the Alternative Energy Development Plan (AEDP) 2012-2021, the Government of Thailand is committed to developing Thailand’s energy to be of 25% renewable sources by 2022, from its current 8%, aiming to increase renewable energy capacity from 7,413ktoe in 2012 to 25,000ktoe in 2021.

The actual investment in RE in Thailand totaled $700m in 2011, an increase of 320% from the previous year. Incentives from the Board of Investments are in place for the RE/EE sectors, including:

  • Income tax holidays for 8 years, followed by 50% tax reduction for the next 5 years
  • Reduction of Income Tax for companies using RE/EE, up to 70% of investment cost
  • Investment grants for Solar, Biogas and MSW sectors

Under the ESCO fund, the Government of Thailand has committed $100mil to development of RE and EE. The Clean Technology Fund (CTF) of $4.3bil will also fund large-scale clean energy investments and innovation financing schemes in Thailand over the next 4-6 years.

Recent projects on RE are on the rise, including Areva’s $17m investment in a Biomass Power Plant and Federation of Thai Industries (FTI) $4m investment in a biogas gasification plant in Thailand. Regional expansion of Thai firms also sees SPCG’s plan to construct $4.7m solar farms in Myanmar and TTCL securing $50m solar power plants in Malaysia and Thailand.
